DOT Seeks Input on Adding Fentanyl to Official Testing Panel: How Employers Should Prepare

On September 2, 2025, the U.S. Department of Transportation officially published a Notice of Proposed Rulemaking (NPRM) to amend 49 CFR Part 40. The proposal would add fentanyl (urine + oral fluid) and norfentanyl (urine only) to the DOT drug testing panel, aligning with the updated HHS drug testing guidelines.
