Ohio Launches New Voluntary Substance Use Prevention & Recovery Program (SUPR)

Ohio has officially replaced its old Drug‑Free Safety Program (DFSP) with the streamlined Substance Use Prevention & Recovery Program (SUPR), a voluntary initiative designed to encourage safe, recovery-supportive workplaces. What’s Changing with SUPR?

Effective dates:
- Private employers: SUPR is live as of July 1, 2025.
- Public employers: Transition begins January 1, 2026
Simpler enrollment rolling, year-round access (not just limited windows), and integrated application processes.
Expanded reimbursement eligibility now includes substance use assessments for “second‑chance” policies, policy and procedure development, training, and more(WSYX).
Levels of Participation & Incentives
Ohio’s SUPR offers four levels tailored to your business needs:
Level | Incentives / Benefits |
Advanced | ~7% year-end premium bonus. Includes comprehensive training, policy, testing, random, return-to-duty, and follow-up. |
Basic | ~4% year-end premium bonus. Core testing, policy, training, and follow-up. |
Comparable | Inclusion on Ohio’s approved contractors list. Lower testing threshold (e.g, random testing at ~5%). |
Reimbursement Only | Eligible for up to $5,000 reimbursement (policy/training/testing costs) without testing requirements. |
All levels require minimum components: written policies, pre-employment testing, reasonable suspicion, post‑accident, return-to-duty, and follow-up testing( nariofsouthwestohio.org).
Additional Compliance Requirements
Support for employees:
- Basic level: Must supply employees with local assistance resources
- Advanced level: Must have a prearranged agreement with an Employee Assistance Professional
What Does This Mean for Your Business?

- Public employers: Can no longer join DFSP as of January 1, 2026.
