Ohio Launches New Voluntary Substance Use Prevention & Recovery Program (SUPR)

Basic 

~4% year-end premium bonus. Core testing, policy, training, and follow-up. 

Comparable 

Inclusion on Ohio’s approved contractors list. Lower testing threshold (e.g, random testing at ~5%). 

Reimbursement Only 

Eligible for up to $5,000 reimbursement (policy/training/testing costs) without testing requirements. 

All levels require minimum components: written policies, pre-employment testing, reasonable suspicion, post‑accident, return-to-duty, and follow-up testing( nariofsouthwestohio.org).

Additional Compliance Requirements

Written policy + training: All tiers require employee and supervisor-based education, with some flexibility in content scope
Federal standards alignment: Ohio expects employers to follow the federal testing model method, specimen collection, MRO policies, etc.
